If you fall under Domestic purpose or Religious purpose with electricity supply demand less than 42kVA, here is how you can get an electricity connection. If your demand is more than 42kVA, please contact the Commercial Engineer at the respective Provincial Deputy General Manager’s Office.
You (Applicant) have to clear the way leaves along the route where the service line has be drawn. The cost for way leave clearing is not included in the estimate. The applicant should finish the way leave clearing before the CEB staff arrive to give the service connection.
Construction of building should have been completed and the internal wiring/electrical installation should have been completed according to the wiring regulations (IEE 16). All the plug points should connect to the earth properly through an earth pipe. The diameter and the length of the earth pipe should be at least 2 inch and 6 feet respectively.
A trip switch & a main switch should be installed properly.
Special attention should be drawn for the place of installing the electricity meter. This should be a place outside the building where the meter reader can access easily. The meter should be installed so that it is protected from direct sunlight and the rain for its durability.
It is required to attach four pieces of wood, to the wall where the meter is to be installed, as shown in the figure 1, 5ft and 6 inches above the ground level for installation of the electricity meter.
An L-iron should be installed directly above to the place of meter. The height from ground level to the top of the L-iron should be at least 2.8m. It should be 3.7m for a main road.Refer following figure for details of installation of L-iron
The load wire should have an excess length of 1.5 feet at the place of the meter.
The owner or the occupier of the building should submit the following documents along with the duly filled application, when applying for a new service connection.
A Photocopy of the National Identity Card/ Passport or any other valid identification doccument.
A copy of an electricity bill of a neighboring place to the building for which electricity is supply applied should be attached to the application in order to avoid unnecessary delays in issuing your electricity bill (If it is possible)
To verify the ownership or the occupancy of the applicant, presenting any one of the following doccuments is sufficent.
Deed of the relevant premises.
Tax deed of the relevant premises.
Permit if authorized by a government institution.
Other legal title assigned.
Assessment payment receipt.
A bill issued from another utility provider to the relevant premises (Telephone,Water bills etc.)
Bank Statement stating the address of the premises.
Certificate issued by the Grama Niladhari and attested by GS based on legal ownership, occupancy or electoral register.
Any document to prove ownership or occupancy.
National Identity Card mentioning the address of the premises where the electricity supply is applied.
Certificate of Conformity (CoC) issued from Local Govt institute
Hand over the duly filled application form along with the supporting documents to the closest Consumer Service Centre (CSC) or submit the application online.
The application form issued by the CEB should be filled and signed by the applicant himself/herself.

Once the application is filled and submitted, an estimate will be prepared. After estimate is prepared and approved, the CSC will issue a voucher for payments. Payments can be made at the Peoples Bank or POS counters of CEB. Any payments including Bill payments can be made easily at the counters opened at the respective Area Engineer’s Office.
You are required to sign an Agreement with CEB.
Time to Provide Service
Around two weeks.
The relevant Area Engineer of CEB or his representative will carry out necessary tests and the service connection is provided only after the approval granted for the electrical installation. If the electrical installation is not done according to the required manner the CEB staff or the contractor may not provide the service connection. In such case, you should inform the CEB again after proper completion of the installation.
The applicant will have to bare the additional costs of revisits as per approved charges and rates. If there is any risk identified, the approval for service connection is not granted. Service connection is not provided if the building has been constructed using any inflammable material. Therefore, the service connection is not provided if the roof of the building is finished with cadjan (coconut leaves) or similar material.
Please inform any problem related to providing the electricity service connection by CEB staff or the contractor to the Electrical Superintendent or to the Area Engineer as soon as possible. You can meet the Electrical Superintendent or the Area Engineer on Monday mornings and Wednesday mornings for any inquiry.
If you don’t receive the electricity bill within three months after obtaining the service connection, please inform to the Area Office in writing or be present with documents provided by CEB when providing the service connection.
If you apply for a three phase supply for an industry, the possibility of providing service connection is examined. You should purchase any equipment only after informing the possibility of providing the service connection.
