Location of the Project:
The project site is located on the upper reaches of the Mahaweli Ganga in the Central Highlands, approximately 22 km south of Kandy City close to the village of Ulapane in the Kandy district and about 130 km north-east of Colombo. The site is in a hill area with an altitude of EL. 470 m to El. 650 m. The dam site is on 7°06’ North latitude and 80°34’ East longitude, approximately 3.5 km downstream from the confluence of the Mahaweli Ganga with the Kotmale Oya. The powerhouse site is approximately 3 km downstream from the dam site and approximately 0.5 km north-west of the tailrace outfall of the existing Kotmale hydropower station.
Scope of the Project in detail (Package/Lot wise):
The revised scope of the Moragolla Hydropower Project consist of four lots;
• Lot A1 – Preparatory Works
• Lot A2 – Main Civil Works
• Lot B - Mechanical & Electrical Facilities
• Lot 3 - Project Management & Supervisory Support
Lot A1 - Preparatory Works
Lot A1 contract consist of the construction of the Employer/Engineer's office and Engineers' Camp, diversion road (relocation road) for the reservoir area, access roads to powerhouse including causeway across Mahaweli river (up to Sta. 0+750) and improvement of the existing roads.
Lot A2 - Main Civil Works
Lot A2 contract consists of Construction of 37m high dam with five spillway gates, intake, headrace tunnel, surge tank, penstock tunnel and shaft, surface type powerhouse with switchyard, relocation of irrigation facilities, and access roads.
Lot B - Mechanical & Electrical Facilities
Lot B contract consists of two parts; Part 1 - Hydro Mechanical Facilities and Part 2 - Electro-Mechanical Facilities.
Part 1 consists of Five spillway gates, one spillway stop log, Sand flushing system with gates and steel pipe, Two intake gates with trash rack & movable raking equipment, one intake gate with stop log, Microhydro waterway system with intake gate, steel conduit, River outlet valve, one-lane steel penstock, Two draft tube gates, Bottom outlet with two gates and all hydro mechanical facilities.
Part 2 consist of Two 15,500 kW hydraulic turbines, Two 17,800 kVA alternating-current generator, Indoor switchgear, 20.0MVA Power transformers, Outdoor switchyard equipment, Supervisory control and protection equipment, Auxiliary equipment, a 390 kW micro-hydro plant & equipment, all other electro-mechanical facilities, and SCADA & Communication facilities.
Lot 3 - Project Management & Supervisory Support
Lot 3 consists of the Construction Supervision Consultancy Services.

Social compliance
All lands for project components under two DS divisions; Uda Palatha and Ganga Ihalakorale, were taken over by CEB
The project is to construct a housing scheme for the displaced families, and under these twenty (20) nos. of resettlement houses in four different categories were built by the project. Construction work on all houses was completed. Fourteen (14) houses were handed over to the affected persons on March 18, 2019, under the first phase. Balance six (06) houses were handed over to the affected persons on December 05, 2019.
Environmental Compliance
The approval of Supplementary EIA was received from the Project Approving Authority; Mahaweli Authority of Sri Lanka.
