This report presents the Long Term Generation Expansion Plan (LTGEP) 2023-2042 prepared by Transmission and Generation Planning Branch of Ceylon Electricity Board. The planning studies were conducted complying with the latest general policy guidelines issued in January 2022 with the following primary policy requirements:

1. Achieve 70% of electricity generation in the country using renewable energy (RE) sources by 2030

2. Achieve carbon neutrality in power generation by 2050

3. Cease building of new coal-fired power plants

4. New addition of firm capacity will be from clean energy sources such as regasified liquefied natural gas (RLNG)

To achieve the policy targets, a significant level of RE capacity additions (especially wind and solar PV) is proposed in this plan throughout the planning horizon with 5,646 MW of Other Renewable Energy capacity additions envisaged during 2023-2030 period and 8,180 MW during 2031-2042 period.

With this accelerated development of RE capacities, this plan proposes timely implementation of enabling grid support technologies and measures such as Utility Scale Battery Energy Storage Systems (BESS), Pumped Storage Power Plants (PSPP) and Renewable Energy Desk at National System Control Center. These measures are imperative to maintain a secure, reliable, economical, and sustainable power system.

Long Term Generation Expansion Plan 2023-2042 was Submitted to PUCSL for approval on 14th September 2022 and PUCSL approval granted on 10th February 2023.
