This report presents the Long Term Generation Expansion Plan (LTGEP) 2025–2044, prepared by the Transmission and Generation Planning Branch of the Ceylon Electricity Board (CEB). It includes information on the existing generation system, system demand forecast, candidate technologies, generation planning methodology, environmental implications and investment and implementation schedules for projects included in the Base Case plan. This plan was prepared in line with the General Policy Guidelines in Respect of the Electricity Industry issued in January 2022.
The proposed capacity additions in the LTGEP 2025–2044 are predominantly from renewable energy sources, while thermal additions are mainly flexible power plants enabling higher renewable energy integration while maintaining system reliability. The renewable capacity additions are led by solar power, followed by wind, mini hydro and biomass respectively. Aligning with Sri Lanka’s 2050 carbon neutrality objectives, thermal additions are based on low-emission energy technologies such as liquefied natural gas (LNG) and LNG-hydrogen blends. Additionally, nuclear power will be introduced into the energy mix during the end of the planning horizon following the retirement of the Lakvijaya coal power plant. 70% of electricity generation within the country is expected to be sourced from renewables by year 2030, and this share is maintained throughout the planning horizon. The plan also includes adequate integration of energy storage solutions, including battery energy storage systems and pumped storage power plants to optimize the utilization of renewable energy. Additionally, an interconnection with India is anticipated to be operational by the end of the next decade.
The LTGEP 2025–2044 further addresses operational aspects of the Base Case plan, highlighting renewable energy curtailment patterns and system reliability. It provides recommendations to ensure the successful execution of the plan, including the timely establishment of a Renewable Energy Control and Monitoring Desk and demand side management measures.
The plan was submitted to the Public Utilities Commission of Sri Lanka (PUCSL) on 4th September 2024, and received official approval on 15th May 2025.
